Counterpart Funds (CPF)

On behalf of the Ministry of Foreign Affairs (formerly the Office of the Committee for European Integration and the Office of the Government Plenipotentiary for European Integration and Foreign Aid), the Cooperation Fund Foundation administers the Counterpart Funds (CPF) programme.

The program is financed from non-repayable foreign aid funds derived from the resale of in-kind assistance to Poland. These funds are primarily in Polish zloty from the European Commission, transferred under subsequent agreements (Memorandum of Understanding), as well as funds transferred to the Polish Government under bilateral agreements and contracts with Switzerland, Italy, Japan, Australia, Austria, and the USA.

Additional Information

These funds were allocated to grants for organizations and institutions, supporting, depending on the donor's wishes, various areas, e.g.:

  • Swiss funds – environmental protection, health care (including the "Mother and Child" newborn care program in the Silesian region), culture, small and medium-sized enterprises;
  • Italian funds – humanitarian aid, health care, education, culture;
  • Japanese measures – education, environmental protection, support for innovation, quality policy, culture;
  • Australian funds – education, rural development;
  • Austrian measures – rural development;
  • American funds – cooperative banking, various agricultural projects;
  • European Commission funds – pro- and pre-integration projects aimed at preparing the appropriate institutional, human resources, legal and infrastructural foundations to support the process of Poland's accession to the European Union structures.

All CPF funds have been allocated. Some funded projects are currently still being implemented.

1,550 is the number of projects co-financed by the Cooperation Fund Foundation from CPF funds since 1991. The value of completed contracts exceeded PLN 460 million .
