About the Foundation
Co-operation Fund Foundation is an organization that for over 35 years has uniquely combined in its activities the best features of three different areas: an independent non-governmental organization (NGO), an institution rooted in public administration, and a dynamically developing consulting firm.

The NGO character allows the Foundation to engage in initiatives with a social dimension, oriented towards the implementation of noble ideas, while remaining flexible and dynamically adapting to changes.
Corporate patterns, drawn from the best consulting firms, enable the Foundation to develop and provide advisory and audit services for public entities that they could not acquire from private firms, as well as for commercial entities. The Foundation’s current position is the result of a careful and multi-year process of transformation and opening up to new areas of activity. Over the past 5 years, the Foundation’s Management Board has successively developed the branch of activity related to providing audit, advisory and evaluation services. During this time, a team of nearly 40 highly qualified specialists has been formed, conducting financial audits for institutions such as the National Centre for Research and Development (NCBR), the Ministry of Investment and Development, the Polish Agency for Enterprise Development, and others.
Through the implementation of hundreds of diverse projects and the execution of audits for various entities, the Foundation has developed high work standards, thereby gaining the trust of the most demanding clients.
History
We are one of the longest-operating institutions in Poland established to handle foreign aid funds – the State Treasury founded the Co-operation Fund Foundation in June 1990 – Founding Act. This resulted from the need to create a specialized and efficiently operating organization that would transparently manage aid funds on behalf of the Government of the Republic of Poland and at the same time provide support to implementers of projects supported by foreign assistance.
From the beginning, our goal has been to support the economic and social development of Poland and countries to which Polish foreign and development assistance was directed, in particular through the receipt and distribution of monetary and in-kind resources from the European Union, other international institutions, and foreign governmental and private institutions.

Two Decades of Seized Opportunities
Poland has been part of European civilization since its inception. After World
War II, despite playing a crucial role and suffering enormous losses in the
fight against totalitarianism, Poland found itself on the wrong side of the
“Iron Curtain,” which separated us economically and culturally from Western
Europe for nearly half a century. The passage of time did not change the DNA of
Poles; on the contrary – the “Cold War” made the West become synonymous with

Mazovian Advisory Support Center Launches
On June 10, at the Marshal’s Office of the Mazovian Voivodeship on Jagiellońska
Street in Warsaw, an inaugural conference was held for the
MCWD – Mazovian Advisory Support
Center project. We are implementing the project in
cooperation
with the Union of Polish Cities, and its goal is to strengthen the competencies
of local government units that are part of local government partnerships in the
Mazovia region
by providing advisory services.

Grants for Local Governments for Social Services
Applications can now be submitted for grants for local governments
to purchase social services. As part of the “Social Premium”
project,
each local government unit (LGU) that establishes cooperation
with a social economy entity (SEE) can receive a grant of up to 350,000 PLN.

New Skills Through Interest-Free Education Loans
The Consortium of the Co-operation Fund Foundation and the Regional Development
Agency
in Starachowice has resumed the “Education
Loans” project. The project is an opportunity to invest
in development and finance the costs of obtaining new qualifications. The budget
available to the financing partners is 25 million PLN
and is implemented in cooperation with the National Economy Bank.

Two Days of Intensive Meetings, Discussions and Future Plans – Advisory Support Center Plus
We concluded the Conference “Challenges and Trends in the Development of Local Government Partnerships” – a summary of the Advisory Support Center Plus (CWD Plus) project. The Advisory Support Center project has entered another phase. The CWD 2022
edition
is a substantive continuation of advisory services for partnerships
participating
in CWD Plus. The main goal of CWD
2023
is to support local government partnerships in bringing
prepared development strategies and projects to a stage
enabling them to apply for financial resources from regional and/or national
cohesion policy programs of the EU 2021-2027
and to strengthen the basic competencies and skills of LGUs

“Social Premium” Project
Contemporary local communities face many challenges: from ensuring high-quality
healthcare, through supporting the elderly
and people with disabilities, to combating social exclusion. In response to
these needs, the Ministry of Family
and Social Policy planned the “Social
Premium” project, whose goal is to use the potential
of the social economy sector to implement social services,
while generating a number of social benefits. Thanks to support
from European Funds and the state budget in the coming years,
local governments will receive approximately 300 million PLN for commissioning
social services
to social economy entities.

DemoDay of the Silesian Innovation Space
The 2022 DemoDay took place at the “Factory Full of Life” in Dąbrowa Górnicza – an event where our innovators had the chance to present their projects. The main goal was to showcase ideas addressing social challenges affecting the Silesian Voivodeship, their development and implementation concepts, which our innovators had the opportunity to test.

All Grant Agreements under Accessible School Signed!
We are pleased to report that in July we completed the long process of signing grant entrustment agreements under the Accessible School project. As a result of the call, which attracted over 120 governing bodies of schools, we signed agreements with 43 of them! The total value of grants we will pay out (or have already paid) is 54,068,969.06 PLN.

New Coworking Space for Startups Opened!
A new coworking space for startups from Ukraine was officially opened at the
headquarters of the Co-operation Fund Foundation. During the opening, a
discussion was held on how Ukrainian startups are coping during the war and what
support is currently most important for them.

Another Project Addressing Homelessness!
The Housing
First project team, led by Agnieszka Siekiera, received
nearly 120,000 PLN in additional funding – support for people affected by
homelessness. For over two decades the team has been initiating and implementing
projects aimed at combating social inequalities.

Signing of the First Grant Agreement under the Accessible School Project
On 31 August in Wieluń the first grant agreement was signed, initiating the
process of adapting two schools to the accessibility standards contained in the
Accessible
School Model. A grant of 1,350,000 PLN will be transferred
to the Wieluń County Office.

Final Gala of the 5th Edition of the “Vocational School of the Highest Quality” Contest
On 26 October 2021, at the Kadr Culture House in Warsaw, the festive Gala of the
5th edition of the Vocational
School of the Highest Quality contest took place,
co-financed by the Mazovian Voivodeship Self-Government and ANG Group S.A.
During the Gala, good practice diplomas and statuettes for 7 finalists were
awarded, and the winners of the main prizes in 3 areas were announced and
honored.

Silesian Innovation Space Launched
The Co-operation Fund Foundation together with the CRIS – Center for Development of Social Initiatives launched the Social Innovation Incubator in Silesia. Its main thematic focus is the creation of “white” and “green” jobs in the region.

Call Opens for Accessible School Project Grants
On 22 October the grant application call opened in the Accessible School project (Operational Programme Knowledge Education Development, Priority Axis IV, Social Innovations and Transnational Cooperation, Action 4.1). Governing bodies of primary schools across Poland could apply. The call ran until 2 November.

The Foundation together with OIC Poland Foundation launched a 3‑year project (planned to March 2023) focused on increasing competencies of Social Economy Support Centre (OWES) staff.

“Właśnie po to” (“That’s Exactly Why”) is a campaign initiated by organizations supporting social enterprises in Mazovia, endorsed by popular film and theatre actor Artur Barciś.

New Projects Supporting the Social Economy (mOWES)
The Foundation signed three new agreements with the Mazovian Voivodeship represented by the Mazovian Centre for Social Policy (MCPS). They provide for continued development of the social economy in the Ciechanów, Ostrołęka and Radom subregions. Continuously since 2012 we have been carrying out activities there under the Mazovian Social Economy Support Centre (mOWES).
HR 2019 Conference
On Tuesday 16 April 2019 at Golden Floor Tower Conference Centre in Warsaw the conference “HR 2019: law, inspiration, tools” was held – organized by Confederation Lewiatan and the Foundation under the project “Equality of Opportunities in Business”.
The conference covered current topics connected with employment and labour market development. Participants learned key 2019 legal changes (incl. GDPR implementation), were presented the Employee Capital Plans (PPK) programme, a tool to measure the pay gap, and an e‑learning instrument for creating inclusive modern work environments. Equality of pay and company experiences were also discussed.
It was part of the project “Equality of Opportunities in Business – a practical tool for implementing gender equality in enterprises”, continuing an initiative of the Ministry of Family, Labour and Social Policy from 2013–2015.
“Art of Equality” Exhibition
The exhibition “Art of Equality” crowned the project “Equality of Opportunities in Business” implemented by the Foundation with partners – drawing social attention to (in)equality of opportunities for women and men in many areas including employment, career development and work–life balance.
Regional Meetup Cycle in Ukraine under PUSB
On 21 March in Vinnytsia the first 2019 regional meetup (Regional Meetup) of the Polish-Ukrainian Startup Bridge project took place.
Organizers: Co-operation Fund Foundation & Simpact VC, supported by the Polish National Centre for Research and Development, Warsaw Stock Exchange (GPW), RE: ACTOR and Polish Institute in Kyiv.
Vinnytsia was the first of 8 planned events. Guests attended lectures on public investments (Łukasz Wawak – PUSB, Sławomir Roszczenko – PAIH) and private sector investments (Marek Czwienczek – Redbreek VC, Krzysztof Grochowski – Simpact VC, Paweł Bochniarz – MIT EF CEE & ValueTech VC, Mateusz Ciasnocha – AgriTech Hub).
Main goal: promoting and facilitating cross‑border relationships among investors, mentors, accelerators and startups. Next meetup: 17 April in Kharkiv.
mOWES Receives Quality Certificate!
By decision of the Minister of Family, Labour and Social Policy, the Mazovian Social Economy Support Centre (mOWES) retained the status of High‑Quality Social Economy Support Centre.
The renewed accreditation crowns the evaluation process by the Accreditation Committee under the National Programme for Social Economy Development. Accreditation (AKSES) is valid for two years – during which the Centre must meet standards and deliver specified services to social economy entities. Its goal: quality assurance for support services driving social economy growth.
3rd National Networking Meeting of Social Economy Support Centres
On 14 October the two‑day 3rd National Networking Meeting of OWES began with representatives of accredited centres, local governments, NGOs, social economy entities, other networks, social partners and academia.
KYIV TECH HUB 2019
International conference KYIV TECH HUB 2019 held in Kyiv – organized for the first time by the Foundation team – gathering Polish VC funds, entrepreneurs, startup founders and researchers engaged in the Polish‑Ukrainian Startup Bridge project.
Accessible School – Project Start
The Ministry of Investment and Development signed an agreement for the partnership project Accessible School. The Co-operation Fund Foundation and the Regional Development Institute Foundation manage a 50 million PLN budget. Part of the “Schools without Barriers” pilot. At least 60 schools will be directly supported and the innovative “Accessible School Model” tested.
Grant Competition “Paths of Cooperation” Opens

6th Edition of FIO–Mazowsze Lokalnie Micro‑Grant Competition
Another edition carried out – supporting grassroots civic initiatives in Mazovia.
Testing the Cooperation Model Underway!
We completed training for 60 experts testing the cooperation model and started a 14‑month pilot in 31 municipalities. They identify key actors, initiate cooperation, and assess feasibility and risk for implementing procedures.
“Equal at Work” Social Campaign
The “Equal at Work” campaign is part of the “Equality in Business” project (since 2016). It promotes free e‑learning courses on labour rights and anti‑discrimination at www.rowniwpracy.pl and www.rownoscwbiznesie.pl for employees, employers and trade unions – plus an online knowledge base.
Foundation at the 10th Mazovia Development Forum
At our stand visitors met a career advisor (“Education Loans” project), experienced “Forest School Center” attractions (forest orchestra, stone painting), took part in a rights & equality quiz (“Equality in Business”), saw the “Art of Equality” poster exhibition and an educational path presenting “Paths of Cooperation”.
“Success in Your Own Company” Concluded Successfully
Although the project finished in June 2018, only in January 2019 did the Regional Labour Office in Łódź confirm full and correct financial settlement.
Summary of 4‑Year Eastern Partnership Police Cooperation Project
On 14 June in Tbilisi a conference summarized the 4‑year police cooperation project among Eastern Partnership States.
Foundation Joins the “Partnership for Implementing the SDGs”
On 27 June during the National Stakeholder Forum for Agenda 2030 at the Ministry of Entrepreneurship and Technology we joined the “Partnership for Implementing the Sustainable Development Goals”.
Summary of “Senior – Act and Change Your City” Project
On Thursday 19 July together with Stocznia Foundation we held a meeting summarizing two projects co‑financed by the City of Warsaw: “Senior – act and change your city” (Co‑operation Fund Foundation & Jeden Muranów Foundation) and “AS in participatory budget” (Stocznia Foundation).
Project Coordination Meeting in Berlin
On 22–23 May in Berlin another coordination meeting of “Social(i)Makers” project partners took place. The Foundation was represented by Dorota Nowicka and Jacek Ostrowski and external expert Mirella Panek‑Owsiańska.
2nd National Networking Meeting for OWES
On 12–13 June in Warsaw the 2nd national networking meeting for Social Economy Support Centres (OWES) was held to intensify cooperation and exchange experience among centres, local government, NGOs, social economy entities, partners and academia.

Education Loans Project Launch

Twinning Agreement with Albanian Supreme Audit Institution
Under the agreement signed 29 Feb 2016 between Poland’s Supreme Audit Office (NIK) and the Foundation, our International Cooperation Office provides administrative & financial support for the twinning project for the Albanian Supreme Audit Institution – covering IT support, financial audit, anti‑corruption and more.
2nd Edition of Micro‑Grant Programme for Young NGOs & Informal Groups – FIO Mazowsze Lokalnie
In 2015 the “grassroots initiatives” path allocated 585,000.00 PLN funding 124 applicants. The “organization development” path awarded 47 micro‑grants from a pool of 225,000.00 PLN.
Cycle of Trainings for Social Economy Business Advisors
We delivered a training cycle for OWES Business Advisors (social economy support).
25th Anniversary of the Co-operation Fund Foundation
On 26 June 1990 Minister & Member of the Council of Ministers Witold Trzeciakowski established the Co-operation Fund Foundation.
Original statutory aim: “…to stimulate and support democratic transformation and development of the Polish economy and social development based on funds (incl. foreign currency) from international and foreign governmental & private institutions and other sources.”
Initial founding capital: 5 billion PLN (old denomination) sourced “from the sale of plant protection products under an EEC assistance programme”. We successively published archival materials throughout the jubilee year.
Five-Year Public Participation Project Concludes – “Let’s Decide Together”
On 24–25 June the conference “Co‑decision. Fashion or modern self‑governance?” summarized nearly 5 years of the “Let’s Decide Together” project (lead: Co‑operation Fund Foundation) under the honorary patronage of the President of Poland.
“European Solutions in Quality Assurance – ESQA” (Erasmus+)
Project ESQA implementation begins within Erasmus+ – focusing on European approaches to quality assurance in education.
Foundation Representatives on PO IR Monitoring Committee
In the first NGO elections to the Monitoring Committee of the Smart Growth Operational Programme (PO IR), Foundation representatives Jacek Ostrowski and Agnieszka Siekiera secured one of four seats.
Seminar Cycle on Social Clauses
Within the “Integrated System of Social Economy Support” project we developed and delivered nationwide seminars for local authorities on applying social clauses in public procurement – training nearly 1,300 participants.
Eastern Partnership Police Cooperation Project Launch
Start of the cross‑border cooperation project among Police forces of Eastern Partnership countries.
FIO “Mazowsze Lokalnie” Project Starts
Launch of the FIO Mazowsze Lokalnie programme supporting young NGOs and informal groups across Mazovia (national FIO 2014–2020 framework).
Co‑operation with WWPE Begins
Foundation begins cooperation with the Implementing Authority for European Programmes (WWPE) as an Intermediate Body for the Operational Programme Innovative Economy.

Foundation Council
The Council is the body supervising the Foundation’s activities on behalf of the Founder.
The Council of the “Co-operation Fund” Foundation consists of 9 members, who are appointed and dismissed by the Founder, i.e. the minister responsible for regional development (currently the Minister of Funds and Regional Policy), and the Council’s term lasts 3 years from the date of written nomination.
The current term of the Council for 2023-2026 began on March 30, 2023, and the last changes in composition took place on February 16, 2024.

Expert in regional development and EU funds, and member of the Business Centre Club Monitoring Committee. He completed an MBA at the Management Education Centre of the University of Warsaw. He is also a graduate of the Postgraduate Management Studies at the Warsaw School of Economics. Previously, he completed his master’s degree and defended his doctoral thesis at the Faculty of Materials Engineering, Warsaw University of Technology. From 2005 to 2008, he served as Undersecretary of State at the Ministry of Regional Development. Earlier, for almost 12 years at the European Commission Representation in Poland, he managed over 50 different programs funded by the European Union in areas such as regional development, SMEs, restructuring and privatization of enterprises, financial sector, foreign investment, export promotion, business organizations, telecommunications, information society, public aid, and others. Since May 2008, he has been President of the Board of the European Entrepreneurship Centre Foundation and Vice-President of the Board of European Entrepreneurship Centre Ltd., focused on supporting the development of Polish enterprises and regions in the process of integration with the European Union. He is Chairman of the Convention of Maria Curie-Skłodowska University in Lublin and a member of the Advisory Board to the Rector of the Warsaw University of Technology. He acts as an expert for the World Bank, European Commission, and other institutions.

Ewa Ośniecka – Tamecka

She graduated from the Faculty of Economics and Sociology at the University of Łódź (Master’s degree in Foreign Trade in 1987 and in Commodity and Services Trade in 1988). From 1988 to 1991, she was a research worker at this university. In 1991, she was appointed advisor to the Minister at the Office of the Government Plenipotentiary for European Integration and Foreign Aid at the then Office of the Council of Ministers. Before taking the position of Director of the Mazovian Unit for Implementation of EU Programs, since 2007 he served as Deputy Director of the Department of Strategy and Regional Development (now the Department of Regional Development and European Funds) at the Marshal’s Office of the Mazovian Voivodeship, where he was responsible for managing and implementing projects under the Regional Innovation Strategy for Mazovia, cooperation with entrepreneurs and academic communities, as well as direct management of the Regional Operational Program of the Mazovian Voivodeship for 2007–2013. For years, he has been involved in EU issues, in the context of regional policy and structural funds. Author of publications, lectures, and trainings on the use of EU funds and the specifics of managing and implementing European programs in Poland and Mazovia. Earlier, in 2011, he took the position of Plenipotentiary for Obtaining European Funds at the City Hall of Płock, where he managed the work of the team for obtaining funds and implementing investment projects, as well as the team for obtaining funds and implementing socio-educational projects. Simultaneously, since 2006, he has been a lecturer at the Paweł Włodkowic University in Płock, where he conducts classes and workshops in postgraduate studies on project management co-financed by EU funds and preparing applications for funding. Professionally, he has been involved in obtaining EU structural funds and managing EU projects since 2005, serving as an expert, project coordinator, consultant, advisor, and trainer. He is a co-creator and active member of the Council for Innovation and Research and Development – an advisory body to the Mayor of Płock on supporting innovation and research and development projects of significant importance to the city. He previously served as Managing Director at Bank Gospodarstwa Krajowego, heading the European Funds Division. He is a graduate of the Faculty of Law and Administration at the University of Warsaw and holds a PhD from the Leon Koźmiński Academy in Warsaw, as well as an MBA degree. For over 16 years, he has been professionally involved in spending EU funds, primarily in the areas of regional development, entrepreneurship, and the labor market. Currently at BGK, he is responsible, among other things, for implementing JESSICA and JEREMIE initiatives and the Technology Credit program under the Innovative Economy Operational Program, as well as a pilot program for financing the social economy within the Human Capital Operational Program. Previously, he served as Undersecretary of State at the Ministry of Economy and Labor (responsible, among other things, for implementing EU funds) and as director of a department at the Ministry of Labor and Social Policy. He also held the position of Chairman of the Board of the Polish Agency for Enterprise Development.
