General Counterpart Funds

This publication summarizes over twenty years of spending the so-called PHARE Counterpart Funds (hereinafter referred to as the CPF general funds or CPF funds). The Cooperation Fund Foundation was responsible for implementing and financing the projects financed from these funds. The CPF funds originate from the in-kind assistance provided to Poland during the first phase of the PHARE program in 1990.

The international community, which decided to support the political transformation processes in Poland at that time, decided that part of the assistance for our country would be provided in the form of food supplies, pesticides, and animal feed under the PHARE program. The funds obtained from the sale of pesticides and feed created a fund with an initial value of PLN 529.26 billion, which is the subject of this study. During its existence, this fund was significantly increased by capital gains obtained by the Cooperation Fund Foundation, as a result of which the total amount spent amounted to nearly PLN 232 million.
