“Institution Building Programs: Support for Poland on its Path to the European Union” is a catalog of 263 projects implemented between 1998 and 2010. These projects supported public administration in implementing the acquis communautaire into Polish law and in preparing Poland for the use of the Structural Funds, the Cohesion Fund, and the Common Agricultural Policy. Implementing these institutional development projects required the collective effort of many institutions. There is no government or local government institution that has not received support from the presented projects. The extensive experience gained by all parties involved allows Polish institutions to operate effectively under the conditions of European Union membership and to support countries that are still on their path to EU membership. We hope that this publication will be a testament to the assistance Poland received from the European Union and its Member States on its path to membership, as well as to the public administration’s workload required to ensure proper preparation for EU membership. On the other hand, our intention is for this publication to be a source of information and assistance for the administrations of those countries that are applying for membership in the European Union or intend to apply in the future.
