Invitation to submit offers for the preparation and implementation of a quantitative study as part of the project “A new model of cooperation between social employment institutions”

The Cooperation Fund Foundation is a partner in the "New Model of Cooperation between Social Employment Institutions" project POWR.02.05.00-00-0210/18 (hereinafter referred to as the Project), which aims to develop and test a model of cooperation between Social Employment Institutions (hereinafter referred to as IZS) and other social economy entities, social welfare institutions, and labor market support institutions. This cooperation is intended to develop IZS's capacity to train staff who can provide social services in local markets.

The project encompasses a broad spectrum of social research conducted using qualitative and quantitative methods, aiming to describe and explain the processes shaping local social services markets. The quantitative component aims to describe and identify the fundamental mechanisms shaping the supply and demand for these services. The survey, conducted using CATI and CAWI methods, will be directed at four groups of respondents:

a. selected local government units at the municipal level,

b. selected social economy entities,

c. social employment institutions,

d. all Regional Social Policy Centres in Poland.

The proposed sampling method and research design is attached as Appendix 2 to this request for proposals. The total sample size for respondents from groups a), b), and c) is at least 1,000 (one thousand) entities, and for respondents from group d), 16 (sixteen) entities.

Within the Project, social services are defined relatively narrowly and refer primarily to services supporting residents and families and the provision of publicly useful services, i.e. those that result in the ongoing and continuous satisfaction of the collective needs of the population through the provision of universally available services.

The Cooperation Fund Foundation requests that you submit an offer taking into account the following requirements:

Subject of the order:

The subject of the order is a quantitative study conducted using quantitative methods, which consists of collecting at least 1016 questionnaires in accordance with the sample proposed in Annex 2 and the activities indicated below:

1. Review the proposed research tools and the research concept prepared by the client. Based on these, the contractor will prepare a procedure for identifying the appropriate respondent within the researched entity and develop interview scenarios for the individuals conducting the research. The procedure prepared by the contractor will include a pre-selection survey conducted using the CATI (Computer-Assisted Telephone Interview) method and a description of the procedure for achieving the highest possible return during the CAWI survey conducted at the selected entities. The primary purpose of the pre-selection survey will be to verify the entity's status and identify the appropriate, qualified respondent to participate in the CAWI study. Additionally, basic information about the entity should be collected.

2. Preparation of a detailed plan for the implementation of the study, together with an information flow procedure enabling the Ordering Party to monitor the progress of work and to provide full insight and presentation for approval of the visual and informational aspects of the online surveys available to respondents.

3. Preparation and implementation of a pilot study, the purpose of which will be to verify the accuracy of the research tools and the procedures for reaching study participants. For groups a), b), and c), the pilot study should cover the accuracy of the tool and the procedures for reaching study participants. For ROPS, the pilot study should cover the accuracy of the tool and the method for determining the appropriate respondent within the institution. The contractor will present the conclusions from the pilot study to the contracting authority at a meeting at the contracting authority's headquarters, along with proposals for possible amendments to the questionnaires and procedures.

4. Preparation of the sampling frame and submission of it for approval by the client.

5. Conducting pre-selection surveys using the CATI method, and then conducting a total of at least 1,016 (one thousand sixteen) interviews successfully conducted using the CAWI (Computer-Assisted Web Interview) method in groups a), b) and c), or the CATI method in group d). In groups a), b) and c), a sample should be conducted in accordance with the description contained in Annex 2. In group c), the study should cover all ROPS in Poland (16 entities).

6. Preparation and presentation of code keys for open-ended questions for approval by the ordering party.

7. Submit the obtained material as a raw data set, along with a dictionary and variable labels and their values, including coded open-ended questions. Data sets in SPSS, SAV, and XLS formats.

8. Prepare a report summarizing the study and the frequency of responses to individual questions. The report in MS Word format and the files referred to in point 7 should be delivered to the email address specified in the contract, and in hard copy, signed by the Contractor, to the address of the Ordering Party's registered office.

The Ordering Party will not incur any additional costs related to the implementation of the entire study or any part thereof (e.g., travel, respondents' remuneration). All costs are borne by the Contractor.
