Invitation to submit offers for the preparation of a legal opinion on the legal conditions for implementing the three-part Model of Cooperation between social employment institutions and entities providing social services (test version – TMW) as part of the project "New model of cooperation between social employment institutions"

The Cooperation Fund Foundation requests that you submit an offer taking into account the following requirements:
Subject of the contract: Preparation of a legal opinion on the legal conditions for implementing the three-part Model of Cooperation between social employment institutions and entities providing social services (test version – TMW).
The expert opinion on legal conditions should include in particular:
- indication whether the solutions proposed in the test version of the TMW Model regarding cooperation between IZS, provision of services and preparation of staff to provide social services are consistent with the currently applicable legal provisions;
- developing a map of legal risks and safeguards against them for the implementation and subsequent scaling of the model of cooperation between social employment institutions;
- preparation of proposals for templates of contracts and agreements necessary to conclude a cooperation model between individual actors (in accordance with Annex 2)
- analysis of available procedures for contracting social services of general interest by local governments and indication of optimal ones in the context of the design assumptions contained in (Annex 3) of the TMW Model
- checking compliance and preparing recommendations for changes to the provisions of legal acts regulating the sphere of social services in a horizontal perspective, listed in Annex 4, and other legal acts relevant to testing and implementing the model in the event of identifying barriers that may affect the effectiveness of the model’s implementation.
