The Cooperation Fund Foundation requests that you submit an offer taking into account the following requirements:
I. Description of the subject of the contract:
1. Two-day, 16-hour training for the Startup Competition Finalists (30 two-person teams, i.e. 60 participants) as part of the Polish-Ukrainian Startup Bridge project.
2. Training services include:
a. Preparation of a detailed training program,
b. Preparation of materials for participants in the form of a brochure summarizing the most important information from the training,
c. Conducting training during 2 (two) training days for a total of 16 clock hours (minimum), the program of which must include at least:
i. formal and legal conditions for running a business in Poland for start-up enterprises,
ii. skills in presenting projects to venture capital investors (presentations and public speaking in the form of the so-called elevator pitch),
iii. creating financial models and communicating the content of these models to investors
iv. other areas as proposed by the Bidder
3. The Ordering Party allows natural persons and entities employing specialists on the basis of an employment contract/a contract of mandate/B2B contracts to participate in the procedure,
4. The costs related to the preparation, conduct and settlement of the training service performed are borne by the Contractor (including transport/flight costs), the Ordering Party covers the costs of renting premises for the training, catering and accommodation costs,
5. After selecting the Contractor, the Contractor undertakes to cooperate with the Ordering Party in refining the final training program (agreement on details and methodology)

IV. Place and date of order fulfillment:

Training services will be provided in training rooms located at 7 Vasylenka Street, Kyiv, Ukraine.
Deadline
Training services will be provided from 8:00 a.m. Ukrainian time on September 14, 2019, until the end of the day on September 15, 2019. The price should include the costs of travel for Mentors to the training location.
V. Requirements for the Contractor (subjective criteria):
The contract may only be awarded to a Bidder who meets the following conditions (i.e. has persons who meet the following conditions):
1. Minimum education: higher education in a relevant field, consistent with the substantive scope of the training,
2. Knowledge of the subject matter of the contract confirmed by having at least 2 years of professional experience in preparing micro and small technology enterprises (i.e. in the startup phase) to present their projects to investors.
3. Completion of at least 30 hours of training in the scope indicated in point 2 above within the last 2 years before the deadline for submitting offers.

Points for the “Price” criterion will be calculated according to the formula:

Ad.2 Material range
Points for the criterion “Tenderer’s experience in the area related to the training topic” will be calculated according to the formula:
From 1 to 2 years – 10 points,
From 2 to 3 years – 20 points,
Over 3 years – 30 points
Ad.3 Experience of the bidder
Points for the "Bidder Experience" criterion. Bidder experience is defined as the total number of hours of training services completed in the two-year period prior to the bid submission date, or, if the business has been in operation for a shorter period, during that period. Bidders must complete the table in the Bid Form. Bidders are required to complete the Bid Form in a manner that allows for a clear assessment of compliance with the above-mentioned requirements. Points awarded for the experience criterion will be calculated as follows:
From 0 to 40 hours of training – 0 points
From 41 to 80 hours of training – 10 points,
over 80 hours of training – 20 points
During the examination and evaluation of offers, the Ordering Party may request explanations from bidders regarding the content of the submitted offers.
The contract for the provision of services will be awarded to the Contractor who obtained the highest number of points.
VII. Method of preparing the offer:
The offer should be submitted on the offer form constituting Annex 1 to this request for proposals.
The offer must be completed on a computer and in Polish. Prices quoted in the offer must include all costs related to order fulfillment and cannot change during the contract term.
Contractors are obliged to carefully read the information contained in the request for proposals and annexes and prepare their offer in accordance with the requirements specified in this document.
Offers prepared contrary to the requirements of this request for proposals, submitted on a different form, incomplete or after the deadline will not be evaluated.
Contractors bear all their own costs related to preparing and submitting their offer, regardless of the outcome of the procedure.

X. The offer must be submitted by: August 27, 2019, 4:00 p.m.
XI. The offer can be:
a. send by post (including courier) to the following address: Fundacja "Fundusz Współpracy", ul. Górnośląska 4a, 00-444 Warsaw – the date and time of receipt by the Foundation will be decisive.
b. send by e-mail to the following address: mk@cofund.org.pl – the date of display of the message on the recipient's computer is decisive.
c. deliver it in person to the FFW Office at the following address: Fundacja Fundusz Współpracy, ul. Górnośląska 4a, 00-444 Warsaw – the date and time of receipt by the Foundation will be decisive.
XII. Other provisions
a. The Ordering Party will select the offer based on the offer evaluation criteria.
b. This Request for Proposals does not constitute an obligation on the part of the Cooperation Fund Foundation to conclude a contract.
c. Offer validity period: 60 days from the end of the offer submission deadline.
d. The Ordering Party reserves the right to cancel the inquiry without giving any reason at any time, also after the submission and consideration of offers, and also reserves the right not to make a selection.
e. The Ordering Party may conduct price negotiations with the Bidder whose offer was selected.
f. After selecting the most advantageous offer, the Ordering Party will immediately call on the offeror who submitted the most advantageous offer to conclude the contract. If the offeror fails to conclude the contract within 7 days of being called to sign the contract, the Ordering Party may begin negotiations with the offeror whose offer was next in line.
g. There is no possibility of appealing against the selection made.
XIII. Obligations of the Data Administrator related to the protection of personal data
The Organizer is the controller of the personal data of Competition Participants. The information clause regarding the processing of personal data can be found at: www.startupbridge.eu/pl/rodo/.

Capital or personal ties are understood as mutual ties between the beneficiary or persons authorized to incur obligations on behalf of the beneficiary or persons performing activities on behalf of the beneficiary related to the conduct of the contractor selection procedure, and the contractor, consisting in particular of:
a) participating in a company as a partner in a civil partnership or partnership,
b) possession of at least 10% of shares or stocks, unless a lower threshold results from legal provisions or has been determined by the Managing Authority of PO,
c) performing the function of a member of the supervisory or management body, proxy, attorney,
d) being in a marital relationship, in a relationship of consanguinity or affinity in a direct line, in a relationship of the second degree or affinity of the second degree in the collateral line, or in a relationship of adoption, custody or guardianship.
6.
