The Cooperation Fund Foundation requests that you submit your offer, taking into account the following requirements:
I. Description of the subject of the contract:
Comprehensive cooperation (during the entire project) in the development and implementation of a new model of teacher training in forest pedagogy, covering the following parts:
AND.
Preparation of a new model of teacher training in forest pedagogy, i.e.: development
program documentation, development of a test of the level of knowledge and skills of the training participant
– within the scope of the thematic inquiry, development of workshop schemes, development
workshop materials, including workshop exercises,
Estimated completion date for task 1: February 2020.
B .
Conducting training workshops as part of a pilot training program
including:
a) conducting training workshops on the following topics:
- mathematical education in the spirit of forest pedagogy
- language education in the spirit of forest pedagogy,
Total number of training hours for both topics in one group
training is a maximum of 10.
b) preparing reports on conducted training workshops,
c) ongoing consultations with the Transnational Forum of Experts (PFE) team,
consisting of key experts from project partners and others
experts involved in the implementation of the project as needed.
Assumptions for the operation of training workshops:
- The training workshops are planned for 25 participants, divided into 2 groups, group 1 – 12 participants, group 2 – 13 participants;
- They are conducted in the form of 14 weekend meetings,
- The trainer conducts training on a given topic twice, once for each group;
- The training time of one workshop session is divided between several trainers.
- Workshops begin at 4:00 PM on Fridays and run until 3:00 PM on Sundays. The total workshop time for each session is 18 hours;
- The workshop will be held in Poznań on February 21-23, 2020 (details regarding the location and hours of the training will be provided no later than 4 days before the planned training date);
- The Client covers the costs of meals and accommodation during the meetings. The Client does not cover the coaches' travel costs.
- Estimated workshop date: February 21-23, 2020.
The topics will be covered using outdoor workshop methods, including:
the following assumptions:
- the use of movement and being in the forest – examples of games and activities based on phenomena and processes occurring in nature
- the use of handicrafts in forest education based on, among others, land art
- using the senses to explore the world of plants and animals
- using nature as an educational aid
C.
Development of materials for a handbook for forest kindergarten teachers – in accordance with the thematic scope and format agreed with the Ordering Party – expected completion date by April 30, 2020
The Tenderer submits an offer within the indicated thematic areas of the training program on the form provided for this purpose – Offer, constituting Annex No. 1 to this Request for Proposal
offer.

V. Requirements for the Contractor: (criteria relating to persons performing the subject of the contract):
Due to the need to ensure high quality of contract execution, the Ordering Party requires proof of the following: experience and qualifications of the persons designated by the Contractor to perform the contract (or proof of experience by the Contractor in the event of personal execution of the contract). The contract may only be awarded to a Contractor (Bidder) who meets all of the following conditions (i.e. has personnel who meet the following conditions):
- pedagogical education – early school and preschool education
- having knowledge in the indicated thematic areas in the context of forest pedagogy
- experience in preparing and implementing outdoor teaching with preschool and early school age children using alternative teaching methods in the indicated subject areas, at least 300 hours in the last 5 years before the date of submitting the offer (2015-2019)
- having high interpersonal and communicative skills, ability to work in a team

Ad.1 Price
The offer price expressed in Polish currency (PLN) should be specified individually in gross amounts in accordance with the order description.
The unit prices of the offer specified by the Bidder will remain constant during the contract execution period and will not
will be subject to change.
Points for the “Price” criterion will be calculated according to the formula:
Total price (max. 20 points) = Price C1 (max. 10 points) + Price C2 (max. 30 points) + Price C3 (max. 10 points)
Each component of the total price will be calculated according to the formula:
Number of C1 points obtained = Price of the cheapest offer for C1/Price of the offer examined for C1 x number of possible points
Number of C2 points obtained = Price of the cheapest offer for C2/Price of the offer examined for C2 x number of possible points.
Number of C3 points obtained = Price of the cheapest offer for C3/Price of the offer examined for C3 x number of possible points.
The C1 price includes the activities listed in point I, item A of this Request for Quotation,
The C2 price includes the activities listed in point I, item B of this Request for Quotation,
The C3 price includes the activities listed in point I, sub-point C of this Request for Quotation,
In the case of Bidders conducting business activity, the gross price includes: VAT,
and in the case of natural persons: tax and social security contributions due from both the employee and the employer.
During the examination and evaluation of offers, the Ordering Party may request explanations from bidders regarding the content of the submitted offers.
The Ordering Party reserves the right to have the Contractor verify the provided content, e.g. by telephone contact with the institution/entity/person provided by the Bidder, to which the Bidder consents.
The contract for the provision of services will be awarded to the Contractor who obtained the highest number of points.
VII. Method of preparing the offer:
1) The offer should be submitted on the offer form attached as Appendix 1 to this
inquiries.
2) The offer should be completed on a computer and in Polish. The prices listed in the offer
must include all costs related to the execution of the order and cannot be changed
during the term of the contract.
3) Contractors are obliged to carefully read the information contained in the request for proposals.

4) Offers prepared contrary to the requirements of this invitation to tender, submitted on another
printed, incomplete or after the deadline will not be assessed.
5) Contractors shall bear all their own costs related to the preparation and submission of the offer,
regardless of the outcome of the proceedings.

XI. The offer can be:

to the Foundation,

XII. Information on planned supplementary orders; Changes to the contract, termination,
withdrawal from the contract, contractual penalties.
1) The Ordering Party allows for the possibility of supplementary orders, in an amount not exceeding
50% of the order value specified in the contract.
2) The Ordering Party allows for the possibility of amending the provisions of the contract in the event of a change in the guidelines regarding the eligibility of expenditure under the European Social Fund to the extent that it affects the implementation of the contract.
3) In addition:
a) The Ordering Party allows changes to the contract when this is justified by the Ordering Party’s needs resulting from the project being carried out, and in particular in connection with changes in the project funding application or changes in the Ordering Party’s partnership agreement;
b) The Ordering Party allows changes to the contract when it is necessary for the proper execution of the project by the Ordering Party, and in particular when the change to the contract is intended to prevent the risk of jeopardizing the Ordering Party’s material interest or is beneficial to the Ordering Party;
c) The Ordering Party allows changes to the contract regarding the deadline for the performance of the contract when, for reasons attributable to the Ordering Party or beyond the control of the Parties, the performance of the contract encounters significant obstacles;
4) If it is necessary to make changes to the contract, the Parties will enter into an appropriate Annex. If the Contractor refuses to enter into the Annex, the Ordering Party may withdraw from the contract with immediate effect by submitting a written declaration to the Contractor.
5) Termination, withdrawal from the contract:
The Ordering Party is entitled to terminate the contract without notice or withdrawal from the contract in the event of:
a) failure to perform or improper performance of the Contractor’s obligations specified in the contract, whereby the Ordering Party shall call upon the Contractor to perform or properly perform the obligations, setting a deadline of no less than 14 days for their performance and indicating the scope of the violations or omissions – whereby the call may be sent to the Contractor by e-mail to the e-mail address indicated by the Contractor;
b) termination of the funding/cooperation agreement under which this agreement is financed; the Ordering Party is obliged to settle accounts with the Contractor for the tasks performed by him under this agreement;
c) failure of the IP/donor to provide financial resources for the implementation of this contract, whereby the Ordering Party is obliged to settle accounts with the Contractor for the Order performed by him under this contract.
6) Contractual penalties:
The Ordering Party may charge the Contractor with contractual penalties:
a) in the amount of 5% of the remuneration indicated in the offer for each day of delay in the performance of the Order/service or its relevant part,
b) in the amount of 20% of the remuneration indicated in the offer for withdrawal from the contract by the Ordering Party for reasons attributable to the Contractor,
c) The Ordering Party is entitled to claim compensation from the Contractor in excess of the amount of the stipulated penalty/contractual penalties indicated in this contract.
XIII. Other provisions
1) The Ordering Party will select the offer based on the offer evaluation criteria.
2) This Request for Proposals does not constitute an obligation on the Cooperation Fund Foundation to conclude a contract.
3) The implementation of the Request for Proposals is dependent on the provision of financial resources by the institution financing the project referred to in point III. Source of financing.
4) Offer validity period: 60 days from the end of the offer submission deadline.
5) The Ordering Party reserves the right to cancel the inquiry without giving any reason at any time, also after the submission and consideration of offers, and also reserves the right not to make a selection.
6) The Ordering Party may conduct price negotiations with the Bidder whose offer was selected.
7) After selecting the most advantageous offer, the Ordering Party will immediately call on the offeror who submitted the most advantageous offer to sign the contract. If the offeror fails to sign the contract within 7 days of being called to sign the contract, the Ordering Party may begin negotiations with the offeror whose offer was next in line.
8) The Ordering Party invites Contractors to participate in the procedure who will independently and personally complete the subject of the Order or entrust the execution of the subject of the Order to their employee, specifying a specific person who will personally participate in the execution of the subject of the Order. The Ordering Party does not allow the evaluation of offers in which the Contractor uses subcontractors in the execution of the Order. Bids submitted by consortia are not permitted.
9) There are no appeals against the selection made.
