The Cooperation Fund Foundation requests that you submit your offer, taking into account the following requirements:
I. Description of the subject of the contract:
1) Provision of specialist individual and/or group consultancy (hereinafter referred to as consultancy or service/services) for participants of the Project “Incubation and Support of Social Economy in the Ciechanów Subregion – IWES 3” implemented under contract no. RPMA.09.03.00-14-b023/18 in the scope of accounting, HR and taxes, i.e., among others:
a. accounting of Social Economy Entities/Social Enterprises (PES/PS), financial liabilities – including public-law liabilities related to the conducted activities, accounting, human resources, payroll and related liabilities, social security.
b. Obtaining sources of financing for operations (including financial sector products) along with support in preparing applications. Obtaining external funding available to PES/PS, e.g., from the Labor Fund or PFRON. Financial planning.
2) Specialized advice will be provided to clients of the Social Economy Support Centre (OWES), including:
a) natural persons/legal entities wishing to establish a social economy entity and/or a social enterprise as defined in the "Guidelines for the implementation of projects in the area of social inclusion and combating poverty using ESF and ERDF funds for 2014-2020", PES/PS creating new jobs,
b) existing social economy entities and social enterprises.
3) As part of the contract, the Bidder (Contractor) is obliged to provide specialist advice in accordance with the provisions of the "Standards for Social Economy Support Centres", constituting Appendix No. 2.
4) The Offeror shall provide all necessary materials and equipment to provide the service, including a computer with Internet access and legal software necessary to perform the contract.
5) The total number of hours of specialist consultancy to be provided within the project is a maximum of 229 hours.
a) The number of hours of accounting, HR, and tax consulting will be determined individually for each Social Economy Support Center recipient based on a needs analysis. The Ordering Party reserves the right to determine that, depending on actual demand, the final number of hours may be less than indicated above.
b) The Bidder also undertakes to meet regularly with the project team. Meeting time with the project team is not included in the hours allocated for consulting.
6) A bidder cannot be an entity/individual with a personal or capital relationship with the Ordering Party. A bidder also cannot be an individual/entity who, in the last three years prior to the announcement of this request, caused damage to the Ordering Party by failing to perform or improperly performing an obligation, which led to the termination of this contract, unless this was a result of circumstances for which the bidder was not responsible.
7) The Ordering Party shall allow natural persons (independently and personally carrying out the subject of the contract) and entities employing specialists to participate in the procedure – by designating specific persons to carry out a given scope of specialist advice; the Ordering Party shall not allow the evaluation of offers submitted by persons or entities that do not meet the conditions referred to in Part V [Requirements for the Contractor (subject criteria)].
8) The Client does not incur any additional costs associated with the provision of the service (e.g., accommodation, travel, meals). All costs associated with the preparation, implementation, and settlement of the consulting service are borne by the Contractor.
II. Source of financing:
The project "Incubation and Support of the Social Economy in the Ciechanów Subregion – IWES 3", co-financed by the European Social Fund under the Regional Operational Programme for the Mazowieckie Voivodeship (RPO WM) for 2014-2020. The project is implemented by the Cooperation Fund Foundation (Beneficiary).
III. Place and date of order fulfillment:
Place
Ciechanów subregion, i.e. the following counties: Ciechanów, Pułtusk, Płońsk, Żuromin, Mława.
Counselling will be provided at the place where the need for counselling arises, i.e. at the office of the Social Economy Support Centre and/or at a location convenient for the client
(e.g. the seat of a social enterprise), or in another place indicated by the Ordering Party.
Advice will be provided primarily directly, only in exceptional cases and after prior arrangement with the OWES manager it is possible to provide advice indirectly (e.g. by email).
Deadline
Consulting services will be provided from the moment the contract is signed until April 30, 2022. Consulting deadlines will be agreed upon in consultation with the selected Contractor. Consulting services will be provided on an ongoing basis, in accordance with the needs of OWES clients. Consulting services must be provided within three business days of the client's request for such services.
IV. Requirements for the Contractor (subjective criteria):
The contract may only be awarded to a Tenderer who meets all of the following conditions (respectively: who has persons meeting the following conditions):
1. Having a higher education degree.
2. Having at least three years of professional experience in the area of consultancy provided, taking into account the scope of the consultancy indicated in the Description of the Subject Matter of the Order, i.e. providing consulting services in the field of accounting, human resources and taxes for social economy entities.
3. Implementation of at least 300 hours of training/consulting in the field of accounting, HR and taxation for social economy entities in the period 2016-2019 before the deadline for submitting offers.
Note: Offers including consultancy completed before 2016 (e.g. 2011-2017 – 400 h) will not be assessed and will be rejected.
4. At least 3 references, from the last 3 years, regarding the consultancy services provided by the Contractor on the indicated topics to social economy entities.
VI. Method of preparing the offer:
- The offer should be submitted on the offer form constituting Annex 1 to this request for proposals.
- The Contractor's offer should only include the price for 1 hour of consulting.
- The offer must be completed on a computer and in Polish. Prices quoted in the offer must include all costs related to order fulfillment and cannot change during the contract term.
- Contractors are obliged to carefully read the information contained in the request for proposals and annexes and prepare their offer in accordance with the requirements specified in this document.
- Offers prepared contrary to the requirements of this request for proposals, submitted on a different form, incomplete or after the deadline will not be evaluated.
- Contractors bear all their own costs related to preparing and submitting their offer, regardless of the outcome of the procedure.

b. sent by e-mail to the following address: mowes[at]mowes.pl – the date of display of the message on the recipient's computer is decisive.
c. deliver it in person to the FFW Office at the following address: Fundacja Fundusz Współpracy, ul. Górnośląska 4a, 00-444 Warsaw – the date and time of receipt by the Foundation will be decisive.
XI. Information on planned supplementary orders
The Contracting Authority anticipates awarding supplementary contracts, the scope of which will result from applications from the Social Economy Support Center's recipients. These contracts will constitute a repetition of contracts similar to the subject of the contract described in this request for proposals. If a supplementary contract is awarded, a contract corresponding to the provisions of the contract for the primary contract will be concluded.
XII. Other provisions
a. The Ordering Party will select the offer based on the offer evaluation criteria.
b. This Request for Proposals does not constitute an obligation on the part of the Cooperation Fund Foundation to conclude a contract.
c. Offer validity period: 60 days from the end of the offer submission deadline.
d. The Ordering Party reserves the right to cancel the inquiry without giving any reason at any time, also after the submission and consideration of offers, and also reserves the right not to make a selection.
e. The Ordering Party may conduct price negotiations with the Bidder whose offer was selected.
f. After selecting the most advantageous offer, the Ordering Party will immediately call on the bidder who submitted the most advantageous offer to conclude the contract. If the bidder fails to conclude the contract within seven days of being called to sign the contract, the Ordering Party may begin negotiations with the bidder whose offer was next in line.
g. There is no possibility of appealing against the selection made.
XIII. Obligations of the Data Administrator related to the protection of personal data
1. The Controller of the personal data contained in the offer is the "Cooperation Fund" Foundation (hereinafter referred to as the "CONTROLLER"), with its registered office at ul. Górnośląska 4a, 00-444 Warsaw. The Controller can be contacted in writing, by traditional mail at ul. Górnośląska 4a, 00-444 Warsaw, or by e-mail at cofund@cofund.org.pl
2. The Administrator has appointed a Data Protection Officer who can be contacted at the following e-mail address: iodo@rt-net.pl
3. Personal data referred to in paragraph 1 are processed on the basis of Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 on the protection of natural persons with regard to the processing of personal data and on the free movement of such data, and repealing Directive 95/46/EC (General Data Protection Regulation), i.e. based on the consent of the data subject and the Act of 29 January 2004 – Public Procurement Law.
4. Personal data are processed for the purposes necessary to carry out the public procurement process.
5. Personal data are processed based on the legitimate interest of the controller or a third party.
6. Personal data does not come from third parties.
7. The Administrator does not intend to transfer data to a third country or international organization.
8. The Administrator will transfer personal data to other entities only on the basis of legal provisions, including in particular: the Public Procurement Office, the Social Insurance Institution, and the Tax Office.
9. Personal data will be processed by the Administrator no longer than necessary to achieve the purposes to which the Offeror consents.
10. The data subject has the right to request from the controller access to personal data, their rectification, erasure or restriction of processing, the right to object to the processing, as well as the right to transfer data.
11. A complaint about the Administrator's actions may be filed with the President of the Personal Data Protection Office.
12. Providing personal data is required to conduct the contractor selection process. Failure to provide it will result in the inability to submit a bid.
13. The Administrator does not envisage automated decision-making.
