The Cooperation Fund Foundation requests that you submit your offer, taking into account the following requirements:
I. Description of the subject of the contract:
1) Preparation and implementation of a study in 8 counties of the Radom subregion, the aim of which is:
a. discussion of important needs and social problems occurring in a given territory (including the topics indicated in Table 1),
b. identifying opportunities for creating new and developing existing PES,
c. description and attempt to explain the nature of the most important social needs and problems occurring in the counties of the subregion.
2) The contractor should propose additional research questions or expand on the questions presented in Appendix 2 (relating in detail to selected issues identified in the mOWES activities to date as important in a given district) and in Appendix 3 (concerning cross-sectional issues, important in all districts of the subregion) with any other threads that may arise during the preparation for and during the implementation of the study.
3) At least one meeting with the Client is mandatory to consult on the research concept. The Client has the right to submit comments, which the Contractor is obligated to take into account.
4) At least four individual in-depth interviews and one group interview, or two group interviews, should be conducted in each district. The decision should be based on the feasibility of obtaining data sufficient to answer the research questions and should be agreed upon with the Client.
5) In selected cases, if justified by methodological considerations, it is permissible to replace individual interviews with telephone interviews. The Contractor should make this decision in consultation with the Client.
6) Conducting analysis of existing data:
a) For individual cases, it is necessary to analyze and indicate the legal basis for the activities of entities relevant to the described phenomena, e.g. resolutions of municipal councils or provisions in annual/multi-annual cooperation programs with non-governmental organizations, agreements, ordinances of commune heads or mayors.
b) For all cases, a query should be conducted regarding the use of social clauses or other forms of socially responsible public procurement by all local governments (at the municipal and district level), as well as verification of the inclusion of the annual/multi-annual program of cooperation with non-governmental organizations for 2019 in the Public Information Bulletin.
7) Prepare a report summarizing the research. The report should include:
a) a brief summary of the information collected and conclusions.
b) a general part, discussing cross-sectionally (on a subregional scale) the challenges for the social economy sector.
c) a methodological part, covering the course and scope of the research, a description of the tools used and recommendations for future research conducted in the subregion relating to the issues of social economy and development policy.
d) detailed parts, including findings and conclusions for individual counties within the scope of the thematic threads indicated in the research questions relating to each of the counties.
e) detailed sections, including findings and conclusions for horizontal topics indicated in the research questions.
f) an annex covering identified cases/environments/ideas for the implementation of new projects in the field of creating new or developing existing PES.
Notes on the research report:
7.1. The report should be delivered in MS Word format to the email address indicated in the contract, and in printed form signed by the Contractor to the registered office of the Ordering Party.
7.2. The report should be accompanied by notes containing the date, place and time of the survey in a particular district or the survey covering all districts.
7.3. The format and editing of the report should allow only detailed sections concerning individual counties, as separate mini-reports/publications/working materials for local partnerships.
II. Order completion date:
Deadline for completion of the entire order: December 31, 2019.
III. The offer must be submitted by:
December 10, 2019 until 11:59 PM
IV. The offer can be:
a. send by post (including courier) to the following address: Fundacja "Fundusz Współpracy", ul. Górnośląska 4a, 00-444 Warsaw – the date and time of receipt by the Foundation will be decisive.
b. sent by e-mail to the following address: mowes(at)mowes.pl – the date of display of the message on the recipient's computer is decisive.
c. deliver it in person to the FFW Office at the following address: Fundacja Fundusz Współpracy, ul. Górnośląska 4a, 00-444 Warsaw – the date and time of receipt by the Foundation will be decisive.
V. Other provisions
a. This Request for Proposals does not constitute an obligation on the part of the Cooperation Fund Foundation to conclude a contract.
b. Offer validity period: 30 days from the end of the offer submission deadline.
c. The Ordering Party reserves the right to cancel the inquiry without giving any reason at any time, also after the submission and consideration of offers, and also reserves the right not to make a selection.
d. The Ordering Party may conduct price negotiations with the Bidder whose offer was selected.
e. After selecting the most advantageous offer, the Ordering Party will immediately call on the bidder who submitted the most advantageous offer to conclude the contract. If the bidder fails to conclude the contract within seven days of being called to sign the contract, the Ordering Party may begin negotiations with the bidder whose offer was next in line.
f. There is no possibility of appealing against the selection made.
g. The Ordering Party allows for amendments to the provisions of the agreement in the event of changes to the guidelines regarding the eligibility of expenditure under the European Regional Development Fund, to the extent that they affect the implementation of the agreement. Furthermore, the Ordering Party allows amendments to the agreement when justified by the Ordering Party's needs arising from the ongoing project, in particular in connection with changes in the project funding application; when necessary for the proper implementation of the project by the Ordering Party, and in particular when the amendment to the agreement is intended to prevent jeopardizing a significant interest of the Ordering Party or is beneficial to the Ordering Party. The Ordering Party allows amendments to the agreement regarding the contract completion date when, for reasons attributable to the Ordering Party or beyond the control of the Parties, the execution of the agreement encounters significant obstacles. If amendments to the agreement are necessary, the Parties will enter into an appropriate annex. If the Contractor refuses to conclude the annex, the Ordering Party may withdraw from the agreement with immediate effect by submitting a written declaration to the Contractor.
VI. Obligations of the Data Administrator related to the protection of personal data
1. The Controller of the personal data contained in the offer is the "Cooperation Fund" Foundation (hereinafter referred to as the "CONTROLLER"), with its registered office at ul. Górnośląska 4a, 00-444 Warsaw. The Controller can be contacted in writing, by traditional mail at ul. Górnośląska 4a, 00-444 Warsaw, or by e-mail at cofund@cofund.org.pl
2. The Administrator has appointed a Data Protection Officer who can be contacted at the following e-mail address: iodo@rt-net.pl
3. Personal data referred to in paragraph 1 are processed on the basis of Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 on the protection of natural persons with regard to the processing of personal data and on the free movement of such data, and repealing Directive 95/46/EC (General Data Protection Regulation), i.e. based on the consent of the data subject and the Act of 29 January 2004 – Public Procurement Law.
4. Personal data are processed for the purposes necessary to carry out the public procurement process.
5. Personal data are processed based on the legitimate interest of the controller or a third party.
6. Personal data does not come from third parties.
7. The Administrator does not intend to transfer data to a third country or international organization.
8. The Administrator will transfer personal data to other entities only on the basis of legal provisions, including in particular: the Public Procurement Office, the Social Insurance Institution, and the Tax Office.
9. Personal data will be processed by the Administrator no longer than necessary to achieve the purposes to which the Offeror consents.
10. The data subject has the right to request from the controller access to personal data, their rectification, erasure or restriction of processing, the right to object to the processing, as well as the right to transfer data.
11. A complaint about the Administrator's actions may be filed with the President of the Personal Data Protection Office.
12. Providing personal data is required to conduct the contractor selection process. Failure to provide it will result in the inability to submit a bid.
13. The Administrator does not envisage automated decision-making.
