The CWD 2023 project is a substantive continuation of the consultancy for all partnerships covered by the CWD Plus edition implemented in the period from
April 2022 to the end of June 2023

The aim of the CWD 2023 project is to complete key processes initiated under CWD Plus, support partnerships in preparing strategies/projects to a stage enabling them to apply for funding from EU cohesion policy programs, and strengthen LGUs' core competencies and skills in collaboration, managing joint ventures, and working in partnership. The following activities are planned as part of the project.

Strategic and design consulting

Advising partnerships on meeting the necessary conditions for implementing territorial instruments and projects under cohesion policy 2021-2027. As part of this program, FFW experts and ZMP advisors, in collaboration with representatives of the Ministry of Fundamental and Regional Development, will support local government partnerships in: consulting with marshal offices on strategy updates and project list revisions; conducting public consultations on strategy drafts; collecting and sharing data required to conduct an environmental impact assessment for the partnership strategy; preparing an ex-ante assessment for the supra-local development strategy ; adopting the strategy by the relevant partnership bodies or individual local government units; signing partnership agreements with the voivodeship government; preparing a feasibility study for a selected project from the partnership project list; preparing the OPZ to order specialized documentation required in the funding application process; preparing (if possible) an application for funding for a selected project from the project list.

Supporting the institutional potential of local government partnerships

Consulting services for the efficient implementation of partnership development strategies, including territorial instruments and projects under the 2021-2027 Cohesion Policy, and for building sustainable, long-term cooperation. We offer partnerships:

  1. Advice on the practical implementation of a strategy and project implementation management system and on the internal organization of the partnership.
  2. Consulting and training support aimed at deepening knowledge and developing partnership skills necessary to develop institutional potential and project implementation capacity

Exchanging knowledge and strengthening cooperation

Experience Exchange Forums – events aimed at exchanging experiences of partnerships from various voivodeships, developing competences of local government employees, building lasting relationships between local government officials and increasing the effectiveness of the support provided.

Knowledge base – a repository of literature and documents relevant to development policy, a compendium of materials supporting the planning and implementation of projects that change the quality of life of residents and a collection of good practices of local government and intersectoral cooperation,


The Advisory Support Center (CWD) 2023 is a project of the Ministry of Development Funds and Regional Policy . The initiative is co-created by the Cooperation Fund Foundation and the Association of Polish Cities , which provide design and strategic support. This collaboration is complemented by the Partnerships and Local Governments participating in the project.

The Cooperation Fund Foundation in CWD 2023 is responsible for strategic and design consulting for the partnerships participating in the project, as well as analysis and research, knowledge base development, networking, and communication activities. The Advisory Support Center project leader.

The Association of Polish Cities is responsible for strategic and design consulting in CWD 2023. The Advisory Support Center is a project partner.
