On October 31, 1990, the Council of Ministers, chaired by Prime Minister Tadeusz Mazowiecki, made strategic decisions enabling the Cooperation Fund Foundation to commence its actual operations.
The Council of Ministers heard the proposal for the allocation of non-repayable foreign aid for Poland presented by Minister-Member of the Council of Ministers, Mr. Witold Trzeciakowski, and also charged him with developing a project for the estimated allocation of non-repayable funds and an analysis of their effective use.
Furthermore, the decision was made to transfer such funds to an account administered by the Cooperation Fund Foundation.
