On May 5, 2025, we launched the first round of the third call for proposals for grants for the purchase of social services. Applications could be submitted from May 5 to June 4, 2025. The next round of applications will begin on June 23. The “Social Premium” is a grant that can be used to purchase social services provided by social economy entities, such as care for the elderly and people with disabilities, support for children, youth, and people in crisis, or specialized counseling.
In response to the needs of municipalities and counties, significant changes have been introduced in this call for proposals:
The maximum grant amount has been increased to PLN 500,000 (previously PLN 350,000).
The grant’s share of the service delivery costs has been increased to 50%, or even 90% if certain criteria are met.
The restriction on single participation in the call has been lifted – local governments can submit applications multiple times until the limit is reached.
The conditions for initiating the PES selection process have been changed – it is available from June 28, 2024.
New award criteria have been introduced, including municipalities and counties with lower expenditures, higher unemployment, or a higher percentage of residents receiving social assistance. Cooperation Bonus: A higher grant share is provided for local government units that: outsource social services to the Social Insurance Institution (+15 percentage points), outsource them to social enterprises (+20 percentage points), and meet specific socio-economic criteria (up to +40 percentage points can be gained).
Additionally:
Shortened application evaluation time (max. 30 days), accelerating the entire process
Possibility of co-financing from other sources (except ESF/ESF+ funds)
No minimum value for a service to receive a grant
Procurement is awarded as a public procurement contract/entrustment (no own contribution from the service provider – PES)
