Preparation of an expert opinion on the legal conditions of the model of cooperation between social employment institutions as part of the project "New model of cooperation between social employment institutions".
The Cooperation Fund Foundation is a partner in the "New Model of Cooperation between Social Employment Institutions" project, contract number: POWR.02.05.00-00-0210/18. The project aims to develop and test a model of cooperation between Social Employment Institutions (hereinafter: IZS) and other social economy entities, social welfare institutions, and labor market support institutions. This collaboration is intended to develop IZS's capacity to train staff who can provide social services in local markets.

Description of the subject of the order:
Preparation of a legal opinion on the legal conditions for implementing the three-part Model of Cooperation between social employment institutions and entities providing social services (test version – TMW).
FULL CONTENT OF THE QUESTION – IN THE ATTACHMENT
The expert opinion on legal conditions should include in particular:
- indication whether the solutions proposed in the model regarding IZS cooperation, provision of services and preparation of staff to provide social services are consistent with the currently applicable legal provisions;
- developing a map of legal risks and safeguards against them for the implementation and subsequent scaling of the model of cooperation between social employment institutions;
- checking compliance and preparing recommendations for changes to the provisions of legal acts regulating the sphere of social services in a horizontal perspective listed in Annex 2 and other legal acts relevant to testing and implementing the model in the event of identifying barriers that may affect the effectiveness of the model’s implementation.
The TMW model in the form of a document will be made available to the Contractor/Tenderer with whom a contract for the performance of the expertise will be signed no later than on the date of signing this contract.
The expert opinion should be delivered in MS Word format (Times New Roman font size 12, line spacing 1.5) to the e-mail address indicated in the contract, and in printed form bearing the Contractor’s signature to the registered office address of the Ordering Party.
The Ordering Party's acceptance of the Expertise will be confirmed by a delivery and acceptance protocol. The Ordering Party reserves the right to submit substantive comments regarding the content of the Expertise, as well as its form.
The Ordering Party shall not incur any additional costs related to the execution of the entire Order or any part thereof (e.g., travel, printing). All costs shall be borne by the Contractor.
