The Cooperation Fund Foundation, in conjunction with the Association of Polish Cities, is implementing the CWD Plus (Advisory Support Center Plus) project, which aims to strengthen the administrative efficiency of local governments, primarily by improving their competencies in strategic management of local development and initiating and implementing comprehensive development projects. Therefore, we are seeking individuals who would like to engage in supporting local government partnerships. Between April 2022 and June 2023, we will work with external experts to prepare documentation (and application forms) for projects eligible for funding from EU structural funds. Partnerships will receive a package of consulting and design services that will allow them to prepare documentation for the most mature of the initially described projects (including feasibility studies, technical and financial analyses, construction designs, etc.). The role of the partnership manager will be to support this process on three levels: cooperation within the partnership (including a detailed needs assessment, facilitating ongoing cooperation, and assisting in developing action plans after June 2023), cooperation between partnerships within a single region, and utilization of other services available under the CWD project (including study visits, participation in thematic networks, cooperation with the Marshal's Office).
TASKS
The people we are looking for will perform the following tasks, among others:

Animating and supporting the work of territorial partnerships (3-5 partnerships per supervisor). The attached map presents a preliminary proposal for dividing partnerships into groups with which supervisors will collaborate. Each supervisor will collaborate with only one group of partnerships.

Conducting an initial diagnosis in line with the FFW methodology

Developing a work plan for the next 15 months together with the partnership

Organizing at least one working meeting with the partnership per month

Organisation of seven networking meetings for regional partnerships (in cooperation with representatives of the Municipal Office/Institute of Industrial Property)

Support for study visit organizers

Ongoing assistance to partnerships in utilizing the service support available under the project in terms of preparing documentation for funding applications.

Communication with representatives of marshal offices and intermediary institutions at the voivodeship level, in terms of providing partnerships with current information on work on the RPO and the competitions being prepared within its framework.

Preparation of notes, reports and summarizing reports on activities carried out.

Coordination and support in the preparation of the "Partnership Work Plan after the project completion".

Ongoing collaboration with the project team, including those responsible for partnership networking, communication, and knowledge management. Providing essential information to build a support system for local government partnerships.

REQUIREMENTS
- Higher education
- Category B driving license, car available
- Experience in project management and implementation consulting
- Experience in working with European funds
- Experience (participation in at least two projects) related to building and animating the work of local partnerships
- Ability to use remote work tools
- Ability to moderate meetings and negotiate with local government partners (documented implementation of projects covering these issues)
- Ability to maintain relationships and build a good atmosphere with stakeholders
- Knowledge of strategic and development programming documents (SOR, sectoral strategies and voivodeship development strategies, Partnership Agreement, draft Operational Programs negotiated under the 2021-2027 perspective)
- Experience working in or for local government administration
