The Cooperation Fund Foundation is looking for a partner to jointly implement a project under Measure 04.13 of the European Funds for Social Development Programme 2021–2027.

The partner's task will be to comprehensively plan and implement an information campaign, which is a key element of the project.

1. Context and purpose of the project
The Cooperation Fund Foundation is preparing a project aimed at disseminating knowledge about the social economy. In addition to research activities, an information campaign is planned to increase knowledge and awareness of the social economy.

2. Budget
The partner is obliged to prepare a budget for the planned nationwide information campaign, assuming that it is to last 3 years and that the number of campaign recipients is 1 million people.

3. Target group
The target group will be further defined based on research. According to the recruitment documentation, these are:

  • adults
  • youth
  • representatives of local government units
  • social economy entities
  • entrepreneurs
  • media

A preliminary proposal based on projects implemented by the Foundation so far:

  • conscious women from large cities and smaller towns (35–45+)
  • mature women over 50 – I buy because I want to change something

4. Scope of the agency's tasks
We are looking for a partner who will handle the comprehensive design and implementation of the campaign.

Initial expectations:

Developing a communication strategy (content profiling by target group) will ensure effective reach of the project's target group. The research will determine the effectiveness of available methods of reaching the target group. The strategy will include at least four methods of reaching the target group.

The applicant will provide consultations on the strategy, including visual identification, with the community of social economy entities, in particular with social enterprises,

  • selection of effective communication channels (based on research)
  • conducting campaigns on the Internet and traditional media
  • creating and implementing creative formats (video, audio, outdoor, podcasts, product placement)
  • ongoing monitoring and reporting of activities

5. Possible communication channels and formats

  • spots: TV, radio, internet
  • outdoor campaign
  • social media – TikTok, YouTube, Facebook, Instagram
  • job portals and trade press
  • product placement, podcasts, events (festivals, fairs), sales platforms
  • content promoting conscious, socially responsible consumer choices

6. Formal requirements for the partner

At least 5 years of experience in implementing nationwide information or social campaigns, including: planning, including the selection of communication tools, implementation and monitoring of campaigns (planning, selection of tools, implementation, monitoring).

Contribution of resources (human, organizational, technical or financial) without which the project could not be implemented.

Willingness to cooperate with the Cooperation Fund Foundation (project leader).

7. Cooperation Fund Foundation
The Cooperation Fund Foundation has been operating for 35 years, implementing projects supporting social and economic development. It specializes in creating systemic solutions for the labor market, education, and the social economy. The Foundation serves as a leader in partnership projects financed by EU funds.

8. The Foundation's current activities in the area of social economy and promotion
Activities aimed at improving the quality of life for individuals and entire communities have long been a key focus of the Cooperation Fund Foundation's activities. Our experience in innovation and the social economy stems from the implementation of numerous projects—both supporting public institutions and specific local initiatives.

The Foundation also runs the Masovian Social Economy Support Center (mOWES), encompassing the Radom, Ostrołęka, and Ciechanów subregions. The Center actively supports job creation, the development of social economy entities (PES), and promotes the outsourcing of social services by local governments. This work has resulted in hundreds of sustainable jobs and concrete examples of social change. Since 2023, we have been implementing the "Social Premium" project, commissioned by the Ministry of Family, Labour and Social Policy, which supports harnessing the potential of the social economy to provide services tailored to the real needs of residents and local governments.

In the area of promotion, we have experience in educational and storytelling campaigns. We ran the "ES jak Sukces" (EsJakSukces.pl) campaign, collaborating with popular creator Łukasz Kaczmarczyk and his "Do Roboty" channel, among others. We also produced a series of documentaries about local social enterprises, which we distributed on YouTube and reinforced with sponsored articles on Facebook. The communication and aesthetic approach we developed in PES campaigns should serve as a benchmark for new proposals – we want planned activities to be consistent and compatible with existing materials and communication tone.
