The Cooperation Fund Foundation, in conjunction with the Association of Polish Cities, is implementing the CWD 2023 (Advisory Support Center 2023) project, which aims to strengthen the administrative efficiency of local governments, primarily by improving their competencies in strategic management of local development and initiating and implementing comprehensive development projects. Therefore, we are seeking individuals willing to engage in supporting local government partnerships. Between July and December 2023, we will work with external experts to develop institutional capacity, build lasting collaboration, and prepare documentation (applications) for projects eligible for EU funding.

Therefore, we are looking for a person to join our team of experts/supervisors of local government partnerships.

The supervisor will cooperate with 3-4 local government partnerships from the Podkarpackie and Małopolskie Voivodeships.

TASKS

The person we are looking for will perform the following tasks, among others:

  1. Creation of a partnership work plan for a period of 6 months (for each partnership).
  2. Analysis and preparation of a feasibility study of the project selected by the partnership, allowing for the development of a final application for funding.
  3. Supporting partnerships in preparing the Description of the Subject Matter of the Order for ordering specialist documentation necessary to apply for funding.
  4. Preparing funding applications or project fiches for strategic partnership projects.
  5. Advice on the practical implementation of a management system for the implementation of strategies and strategic projects (described in the strategy).
  6. Advice on the internal organization of the partnership.
  7. Providing partnerships with the knowledge and skills necessary to develop institutional potential through various forms and techniques: thematic meetings, workshops, training, both in-person (minimum 2 training sessions for 1 partnership) and remotely, on topics tailored to the needs of the partnerships, including: preparing project funding applications; effective project management; identifying diverse sources of project financing; thematic issues and soft skills (communication/effective information flow, relationship building, conflict resolution).
  8. Collaboration with other partnership supervisors – exchange of knowledge, participation in meetings and workshops.
  9. Preparation of periodic reports on consulting and training activities conducted for the needs of the Ministry of Finance and Development.
  10. Participation and support in the organization of two interregional forums for the exchange of experiences.
  11. Ongoing cooperation with Marshal's Offices.
  12. Ongoing contact and cooperation with partnerships, including personal visits.
  13. Constant cooperation with the project team.

REQUIREMENTS

  • Higher education
  • Category B driving license, car available
  • Experience in working with European funds
  • Experience (participation in at least two projects) related to building and animating the work of local partnerships
  • Experience working in or for local government administration
  • Experience in providing training and consulting services to local government units
  • Ability to use remote work tools
  • Ability to moderate meetings and negotiate with local government partners (documented implementation of projects covering these issues)
  • Ability to maintain relationships and build a good atmosphere with stakeholders
  • Possessing knowledge of the current development policy, familiarity with the content of strategic documents and programs, i.e. SOR, KSRR 2030, UP 2021-27, national programs 2021-27 and regional programs 2021-27, Principles of implementation of territorial instruments in Poland in the EU financial perspective for 2021-2027, as well as current voivodeship development strategies, Accessibility Plus Program)
