The result of intensive work in the Social Impact Vouchers (SIV) project is the developed mechanisms of operation of the tool for labour market integration in individual partner countries – Poland, Austria, the Czech Republic, Germany, Slovakia, Slovenia, Croatia and Hungary. In Poland, based primarily on market demand, activities will be targeted at women who, for various reasons, are struggling to re-enter the workforce. To this end, a fund will be established, whose primary goal will be to support and assist participants in acquiring the necessary digital skills to pursue new, interesting jobs. Coaching to address the greatest challenges upon re-entering the workforce will also be an integral part of these activities.
Below are four sample models developed by other partner countries.
MODEL 1
In this model, the fund is funded by private or public capital. The Fund provides a voucher to the jobseeker, while the employer receives the financial resources needed to cover the costs of hiring the employee for three months. The matching service, known as smart matching, will be provided via an online platform developed specifically for the project.
MODEL 2
This model involves providing the voucher to SMEs through various mechanisms, for example, by completing a program at the nearest accelerator. This mechanism allows SMEs to independently recruit employees, without the involvement or involvement of the Fund.
MODEL 3
This is the only model that involves private donors in the process of connecting employees with specific employers. The mechanism is similar to Model 1, meaning the jobseeker receives a voucher, and the SME receives funds for three months’ salary.
MODEL 4
A model promoting self-employment, in which the jobseeker receives a voucher and their three months’ salary are simultaneously reimbursed.
Social Impact Vouchers (SIV) is an international project that began in March 2019. Its main goal is to develop and then implement tools in partner countries that facilitate return to or entry into the labor market.
The third partner meeting is coming up, during which the developed models and coaching principles will be discussed. The next stages of the work planned for 2020 will also be discussed.
